Taking on HRD minister Kapil Sibal, Team Anna on Monday released the interim results of its 'referendum' in the minister's constituency of Chandni Chowk which showed 85% of respondents were against the government-proposed Lokpal Bill.
The civil society activists question whether Sibal still represented the "aspirations of his people" since the results contradicted whatever he had been saying in joint committee meetings held earlier to draft the anti-corruption Bill.
Anna and his supporters claimed they distributed four lakh forms in Sibal's constituency out of which 86,000 forms had been collected.
"After evaluating 72,000 forms, the trends that have come out are overwhelming. About 82% agree that the prime minister should be brought under the ambit of Lokpal, whereas only 6% were against this. At least 88% respondents felt MPs' conduct in Parliament should be investigated by an independent Lokpal," said Team Anna member Arvind Kejriwal.
He said 86% of those polled wanted the judiciary to be brought under the purview of the Lokpal and 84% voted in favour of the Lokpal having the power to dismiss a corrupt official.
Kapil Sibal's team was quick to return the fire, alleging that the referendum was carried out by BJP-RSS workers. Sibal himself chose not to join issue and merely gave out a terse statement mocking the exercise.
"They are being modest. In fact, the result should have been 100% in favour of Jan Lokpal Bill. I am thankful for their generosity," Sibal said.

Every one wants Jan Lokpal not government Proposed Lokpal Bill
Even if the people in Chandani Chowk vote for the so-called civil society’s version of the Bill, Kapil Sibbal need not go by the so-called people’s wishes. We have a parliamentary democracy and not mobocracy. The elected representatives are not supposed to obey every wish of the voters. They have to abide by the Constitution and Law. Tomorrow, Kejariwal and his coterie will conduct a referendum on the question whether a person should be hanged or not.
hiiiiiiii ..........I am all for fighting corruption. I also do not have anything against the Lokpal Bill or Anna Hazare. It is the manner in which it is being introduced that makes me uncomfortable. I hope you know what Maoists did to Peru – the Shining Path. It took them decades to recover. These minute demarcations between Maoist sympathizers and Maoist followers etc. are nomenclatures that mean nothing. There is no difference between the Maoists in the jungles of Dantewada and those sympathizers roaming in Delhi posing as ‘intellectuals’. In fact I respect those in the jungles more than the ones posing as academic elites but are out to destroy the social and political fabric of the country.
I think may be its time for civil society to step up and introduce new political party and change the impression of people of India regarding politics and political leader. Make more Anna Hazare because War against Corruption is just begin but democratic way and stand with people of India

The whole committee working under Kejriwal is saying that, they have checked 72000 questionnaires & till date they have recorded that almost 85% of the people belong to the constituency of Kapil Sibal are in support of the Jan Lokpal Bill. ...

Eight days after Gandhian Anna Hazare called off his fast demanding a stronger Lokpal Bill, the joint committee to draft the bill meets today.
The meeting chaired by finance minister Pranab Mukherjee was held at North Block and attended by Ministers P Chidambaram, Kapil Sibal, M Veerappa Moily and Salman Khurshid and Hazare, Arvind Kejriwal, Santosh Hegde, Shanti Bhushan and Prashant Bhushan from the civil society side.

Government said it had an open mind on the proposed legislation and hoped that discussions will pave the way for a convergence of ideas. The activists on their part said they would want the Jan Lokpal Bill to be the base for the discussions and would press for videographing of the proceedings.
"Who stops anybody from drafting anything. The point is whether, as we move forward, that can become part of the institutional process. How that can be done is something we will talk about.

Anti-corruption crusader Anna Hazare on Monday dubbed the government's draft Lokpal bill as “weak and full of loopholes” and urged Prime Minister Manmohan Singh to bring in Parliament the Jan Lokpal Bill proposed by civil society members.
Releasing the letter to the media at a press conference here, members of the civil society said there would be a referendum on the Jan Lokpal Bill in the Chandni Chowk parliamentary constituency represented by Human Resource Development Minister Kapil Sibal on July 21 “as he represents the face of the government.” In particular, voters would be asked if they wanted the Prime Minister, the higher judiciary and all government employees and not just Grade A officers to be included under the proposed Lokpal.
Sources said as soon as the meeting started, Sibal raised the heat by taking on the civil society members seeking an explanation for calling government representatives of the committee “cheats, fraud and conspirators”. The civil society members explained that the remarks were targeted at some other Congress leaders who were constantly attacking the civil society but the ministers were not convinced. Charges and counter charges followed and soon Finance Minister and chairman of the committee Pranab Mukherjee lost his cool when he was asked why he had told a Kolkata press conference that the bill might not be passed in Parliament: “Yes. I stand by what I said. As a Congress leader, I can only be responsible for the 207 Congress members in the Lok Sabha. I can’t dictate what members of other political parties would do.”
